Items that have a “heart” icon next to the check box can be added to your Favorites list. In the case there are more than one action item for a layer you may also find the option as a gear wheel option. Favorites are on a per user basis and are used as a way to turn on an item that is frequently visited.
How to Add
Make a favorite by left-clicking the heart, or in some cases the gear wheel next to a layer and then "Make Favorite".

How To Remove
To remove a favorited layer either select the red "heart" icon again next to the map item or go to the "Favorites" section and select the red "heart" icon.
